A crawling baby is awfully close to one of the most dangerous things in any house - the electrical outlets. I guess the rationale for installing them so low to the ground is that they're less visible there, but they're certainly more within a baby's reach at that level too!
The best thing to do is to prevent your baby from having access to electrical outlets at all. Having a safe play area that's beyond the reach of any outlets is ideal, or having all outlets blocked by furniture that a mobile baby could never hope to move might work too. These aren't always realistic, so you'll just have to keep an eye on your little one.
An extra measure that you can take for safety is to get plastic plugs that will cover the outlets. This will prevent your baby from being able to insert anything else into the outlet and risking electrical shock.
