Baby pants (and shorts) are typically made of 100% cotton, and are designed in a sweatpants style for baby's comfort. After all, if it weren't such a fashion problem, and if the boss wouldn't mind too much, wouldn't you prefer to wear your sweatpants all day too?
In addition to comfort and the material it's made from, this design is also valuable when considering the heft of a baby diaper and the extra room that you may need around the waist and crotch to allow for a good fit.

Training Pants are available in sizes 2T to 5T, and are made with a 5-ply center panel for better absorbency during potty training. The side panels are a bit more porous and breathable to provide cooler comfort that will offset the extra layers of the center panel. Since the most important aspect of training pants is the construction, the leg openings are spacious and the materials used are typically of the best quality. The center panel is 100% cotton, and the fiber sponge is 100% polyester. The side panels are 50% cotton and 50% polyester.
Baby Shorts are great in the warmer temperatures when you want to cover the baby's diaper, but you want to provide the freedom of cooler comfort and movement to your baby. They're still made of the same "sweatpants" style material, though, so they still provide a good fit over the baby's diaper without any roughness against baby's leg from the hem of the shorts.
